Emballage Indberetning is an approved producer responsibility organisation (PRO). On behalf of our members we make sure that the packaging waste the municipalities collect is transported, sorted and genuinely recycled across the country.

We do not own lorries or facilities ourselves. We work with professional operators in the market. Here you can see how we choose them.

Our principles

We select operators on objective, factual and non-discriminatory criteria, and everyone who takes part is treated equally. The same material, the same answers and the same deadlines. Questions are answered collectively and shared with all participants in anonymised form, without information that can be traced back to an individual participant, so no one has an information advantage.

Emballage Indberetning is a private company and is not covered by the Danish Public Procurement Act, but we run the process according to fixed and published rules. The transparency applies to the process, meaning the criteria, the weights, the deadlines and how we assess. Participants' bids, prices, terms, capacity and other commercial information are treated confidentially and are not passed on to other participants or companies. That is not only our own practice, it is a requirement for producer responsibility organisations under section 84(3) of the Danish packaging order.

The process has three phases

Phase 1: Market dialogue. We invite the industry to express interest and give input, so that we understand the capacity and geographical coverage of the market before we draw up the material. Expressing interest is not binding. On the basis of the dialogue we select who is invited on, based on geographical coverage, capacity, fractions and experience.

Phase 2: Pre-qualification. The invited operators receive the same material with requirements, appendices and price sheets at the same time. They submit an indicative bid with prices per region and fraction. The purpose is to be able to compare the operators on a uniform basis and select who we ask for a final bid. No contract is entered into in this phase. The assessment is made on the best ratio between price and quality, based on criteria and weights stated in advance:

Phase 3: Final bid and contract. Once DPA (Dansk Producentansvar) has allocated the specific volumes and municipalities to Emballage Indberetning, we invite the selected operators to submit a final bid on the actual basis. The contract is entered into on the basis of the final bid. All participants are informed of the outcome along the way. We can enter into agreements with up to five operators per service category to secure continuity of supply.

Requirements for the operators

We set a number of non-negotiable requirements for the operators we work with. Among them environmental approval, registration in the Danish Waste Register, insurance, documented experience and documentation of genuine recycling under section 78 of the Danish packaging order. The full list of requirements is in the material the invited operators receive. There we also draw a clear distinction between what is a requirement and what counts positively in the assessment.
