Authorities

Two authorities sit behind producer responsibility. The Danish Energy Agency administers the rules and supervises compliance, and DPA runs the Danish producer register (Producentregistret). Here is what they do, and where to find them.

The Danish Energy Agency (ENS)

The Danish Energy Agency administers and enforces the rules for extended producer responsibility, supervises compliance, and can issue orders and fines. It is also the appeals body. If you disagree with a decision from DPA, you can appeal it to the Danish Energy Agency. The agency sits under the Ministry of Climate, Energy and Utilities.

Dansk Producentansvar (DPA)

DPA (Dansk Producentansvar)

DPA runs the producer register. This is where companies pre-register, and where volumes are reported. DPA administers the allocation of responsibility for municipally collected waste and charges the regulatory fees. DPA can also make legal decisions, for example on where producer responsibility sits, or whether a specific product is covered.

In short: the Danish Energy Agency enforces the rules, supervises compliance and hears appeals, and DPA runs the Danish producer register (Producentregistret) and decides where responsibility sits. Emballage Indberetning is not an authority. We are a private Producer Responsibility Organisation (PRO) that carries producer responsibility in practice for our members.
