Are you covered?
Whoever first makes a product available on the Danish market carries the responsibility for the waste that the product and its packaging end up as. That means registration in the Danish producer register (Producentregistret), which DPA (Dansk Producentansvar) operates, reporting of volumes and payment of the environmental contribution. If you are the first to make products or packaging available on the Danish market, you are covered. That applies to producers, importers and companies with their own brand, including online shops and distance selling. If you are unsure, the quiz takes a couple of minutes.
No. Foreign companies that make products available on the Danish market through distance selling or an online shop are covered too. If you are established in another EU country, the rules require an authorised representative for extended producer responsibility (EPR representative) in Denmark to handle registration and reporting to DPA. If you are established outside the EU, you can register yourselves today, except for batteries, where a representative is required. We provide the role free of charge in both cases.
Yes, and it is easy to miss. A cordless drill triggers three responsibilities at once. Packaging (the box and the plastic), batteries (the built-in battery) and electronics (the machine itself). We find the product areas that apply to your products, so you report correctly on all of them.
Companies that make products available on the market without being registered are called free riders, and the Danish Energy Agency actively supervises them. Missing registration, reporting or payment can lead to fines, and without registration you effectively cannot lawfully make your products available on the Danish market.
Rules and concepts
The de minimis threshold is purely a packaging rule and does not decide whether you are covered, but how you must report your packaging. If you place less than 8 tonnes of packaging on the market per year, it is up to you whether to report in the simplified or the detailed way (which includes splitting by material category and eco-modulation).
The environmental contribution is paid based on the volumes you report, for example kg of packaging or number of units, not as a fixed amount. It covers the actual collection and recycling. So you pay according to what you actually make available on the market.
The environmental contribution is adjusted according to how easy the product is to recycle. Products that are easier to recycle (green) cost less per kg than those that are harder (red). That makes it cheaper to choose better packaging.
No. Extended producer responsibility is about the waste after the item and sits with DPA and the Danish Energy Agency. Excise duties are about the item itself and sit with the Danish Tax Agency (Skattestyrelsen). The same item can trigger both, but they are two bills to two authorities under two laws.
The Danish Energy Agency (ENS) administers and enforces the rules, supervises compliance and handles appeals. The rules themselves come from ministerial orders and from EU legislation. DPA (Dansk Producentansvar) runs the Danish producer register (Producentregistret), where you are registered and report. We are the PRO that validates your figures and takes care of the reporting to DPA on your behalf.
Deadlines, prices and switching
The rules have been rolled out one product area at a time. Electronics have been covered since 2005, single-use plastic has been phased in since 2023, and packaging, batteries and fishing gear were added in 2025. Vehicles have been covered for many years (current rules from 2022). Textiles follow once the legislation takes effect. We keep track of the deadlines for exactly the product areas that apply to you.
Most product areas are reported quarterly, but a few larger companies report monthly. There is also an annual reporting deadline to the authorities. We keep track of every deadline for you.

Yes. We handle the transfer, and there is no set-up fee with us. If your current PRO has a commitment period, we can start when it expires.
No. We are the only PRO approved across all six product areas, so you get the same agreement, contact person and platform for all of it.
