What does producer responsibility for packaging cost?
Here is the full overview of what producer responsibility for packaging costs, who the money goes to, and when the payments fall due.
When do you pay?
What you pay, and to whom
The price of extended producer responsibility for packaging has three recipients. DPA (Dansk Producentansvar) charges a registration fee and an annual operating fee, the Danish Energy Agency charges an annual fee, and your PRO handles membership and the environmental contribution.
The principle behind it is simple. You pay according to what you make available on the market, and the largest item, the environmental contribution, follows the volumes of packaging you report each year. Below we go through the three parts one at a time.
Registration with DPA
All producers must be registered in the Danish producer register (Producentregistret, at DPA) no later than 14 days before first making products available on the market. DPA (Dansk Producentansvar) runs the register where your company is registered and where your annual volumes are reported.
The registration fee is paid once and goes directly to DPA. You pay DKK 1,000 to register including your first product area, and DKK 500 for each further area you register for. As a member you do not have to deal with it yourself, because we help you all the way through pre-registration, including the fiddly MitID approval.
On top of that comes the annual operating fee from DPA, calculated on the volume you reported for the previous year. If you report small volumes, you pay the minimum fee of DKK 250 per year.

The fee to the Danish Energy Agency
The Danish Energy Agency is the authority behind the rules for extended producer responsibility. It writes and enforces the rules and supervises that producers are registered and report correctly.
The annual fee from the Danish Energy Agency is calculated on the same report as the DPA operating fee, so you do not have to report anything extra. We invoice the fee together with the rest, so you do not get separate invoices in e-Boks.

Membership and environmental contribution with us
The PRO is the party that pulls it all together. Membership with us costs from DKK 795 per year per product area, and standard reporting is included when you make under 8,000 kg of packaging available on the market per year. Above that limit you need detailed reporting, which costs DKK 999 extra per year.
The environmental contribution is the largest item. It is paid per kg based on the volumes you report and covers the actual collection and recycling of the packaging. The rate depends on the material, on whether the packaging ends up with households or businesses, and on eco-modulation, where packaging that is easier to recycle (green) costs less than packaging that is harder (red).
Both the membership and the environmental contribution are Emballage Indberetning own prices. The fees to DPA and the Danish Energy Agency are the same whichever PRO you choose, but every PRO sets its own membership and its own environmental contribution, so that is where the prices vary.
As a member you report your volumes to us. We report on to DPA on your behalf and invoice all fees together.
